He's not hard, he just uses Double-Team a lot, more annoying than difficult. Somek is there because I guess he fits into the upper tier, and Justy was left out because.he's Justy. Nascour, Evice, Agnol, and Shady Guy are probably the more challenging, but it's really a matter of opinion. But in every game we've had an Elite 4 we always have that extra challenge (FR/LG is Mewtwo, GSC had Red, Hoenn had Steven etc.) after we beat the 'best-of-the-best'.
I mean Nascour and Evice are no slouches for certain, in fact, if their levels were a bit higher maybe they'd be on top. What's interesting about Colosseum is the 4 *supreme* trainers (Miror B., Dakim, Venus, and Ein, Cipher's crime family) really get much better after you beat the game.
